FPS usage during client download

I noticed it in the past when I was downloading the client, but since I'm re-installing I took note of it again.
The game is using 1360FPS while downloading, even though it's only rendering the download info. I wouldn't normally think of that as an issue, except that it puts my AMD Radeon HD 6870 in the 90% activity range and puts my temps up to 80 degrees Celsius, which is pretty hot.
Is there any way to enable a v-sync or cap the FPS?
Edit: For the time being, I've created an Application Profile on the AMD control center, but I'm leaving this up to fix it for the less computer knowledgeable folks.

Once it updates to the latest version, it is FPS capped. I'll update the download package with the next release to ensure it's capped when downloading all those files as well.

Certain other games I played in the past tended to 'cook the card' when they were at the log-in screen, so this isn't uncommon.
